Different observers assessed this legal framework for political financing as overall adequate. At the same time, they expressed significant concerns about the lack of effective implementation and enforcement of the rules. Similar conclusions were drawn by Council of Europe experts in their 2013 assessment report and the corresponding 2014 follow-up report. In the latter report, it was noted that the 2013 amendments to the LFPE addressed some of the previous recommendations. However, further progress was needed to ensure a satisfactory degree of public disclosure and external audit of financial reports of political entities as well as proper enforcement of the rules.
