Second, the March amendments to the Law on the Basic Provisions on Elections and Voter Registers changed the composition and leadership of the Ballot Box Committees (BBC). This amendment changed the composition of BBCs by introducing civil servants, one of which will be the president of the BBC (Article 22, see 4 below), while previously party-nominees were BBC presidents. These are changes relating to the membership of electoral commissions, which the Code of Good Practice in Electoral Matters considers as fundamental elements of electoral law.
