To mitigate potential negative effects of the change of electoral system, adequate provisions should be adopted in the field of campaign finance and oversight, as recommended in the December 2017 Joint Opinion. Stronger measures may be needed to counter-balance undue influence by local businesspeople in the single-member constituencies. In this respect, it is a positive development that the limits for donations have been lowered in Article 38(2)e).
