According to Article 86(1) of the Constitution the President “represents the unity of the people”. Extraordinary situations often require special measures, and a President, whose primary mission is representation of the unity of the people, has the constitutional mandate to contribute to the normal operation of the State. This mandate certainly includes appeals for dialogue to the State actors and political parties and the President repeatedly called upon the political actors to engage in dialogue. From this starting point, it needs to be examined whether the President has specific powers relating to a state of emergency, which would provide a constitutional and legal basis for postponing elections in such a case.
