However, the prevailing circumstances underlying that case were quite different from that in Albania. In Bulgaria, the elections did take place, there was no issue of a postponement of elections. More importantly, the voting rights of the applicants were definitively violated and their votes were lost. In the present case, all voters could still cast their vote, but it was less meaningful due to the absence of real competition.
