Thus, even if “serious violations of the Constitution” (the Constitution uses the plural) were established, the Plenary Session also takes into account the opportunity of impeaching the President and can refrain from doing so. The Venice Commission cannot advise on this issue, but it will be for the Plenary Session of the Assembly to decide whether an impeachment would reduce or increase tensions and ultimately serve or frustrate the goal of mutual checks and balances in a situation where Parliament and all municipalities are dominated by one party. The question therefore for the Assembly may be: would the pursuit of such an impeachment option serve the unity of the people?
