Article 14
 

(1) The organizer of the election campaign can be obtained contributions to the election campaign of natural persons. Contributions to individual natural persons together for a single election campaign shall not exceed ten average gross monthly wage per worker in the Republic of Slovenia, the Statistical Office of the Republic of Slovenia for the previous year. Donations single individual in cash for each electoral campaign allowed up to a maximum amount of 50 euros, higher cash contributions must be paid through banks, savings banks or other legal entities, in accordance with the regulations governing payment services, providing payment services ( hereinafter referred to as the payment service providers). In contributing cash contribution in cash to the natural person in addition to the amount of a given amount is the organizer of the election campaign to communicate the details of name, surname,


(2) In addition to the cash receipts in the preceding paragraph, the contribution to the election campaign as any non-monetary contribution, a free service for the organizer of the election campaign, the commitment or the provision of services of the organizers of the election campaign or the sale of goods to the organizer of the election campaign under the conditions that the organizer of the election campaign put in a more favorable position than other beneficiaries of services or goods as the buyers of these persons. As a contribution is not considered work undertaken by the organizer of the election campaign made a natural person, if this is not obliged to issue an invoice.


(3) The organizer of the election campaign and the natural person who performs services for the organizers of the election campaign or sells goods must conclude a relevant contract in writing.


(4) The organizer of the election campaign can only obtain a loan from banks and loans under the same conditions as other persons. A loan is not considered to finance election campaigns.


(5) State bodies, local authorities, legal persons of public and private law and sole proprietors and individuals engaged in an activity should not fund the election campaign, unless the law provides otherwise. Legal entities of private law, aimed at the creation of non-profit, can contribute contributions to the referendum campaign.


(6) The organizer of the election campaign may not receive funds for the election campaign of foreign natural and legal persons. The organizer of the election campaign for European Parliament elections may acquire funds for the election campaign contributions from nationals of the Member States of the European Union under the conditions and in the manner under this Act apply to domestic natural persons.


(7) The elections campaign organizer is a natural person, may transfer funds from your transaction account to a special bank account in the amount of ten average gross monthly wage per worker in the Republic of Slovenia, the Statistical Office of the Republic of Slovenia for the previous year. The organizer of the election campaign, which is a political party may transfer funds from your regular transaction account at a specific bank account up to the amount specified in Article 23 of this Law, depending on which election it. The contribution of political parties and other charges together shall not exceed the amount allowed under Article 23 of this Law. The organizer of the referendum campaign, that the person referred to in the second sentence of the fifth paragraph of this Article,


(8) Contributions from the first and second paragraphs of this article is not included in the assets held by the natural person assigned to the financing of political parties in accordance with the provisions of the law governing political parties.


(9) Payment service providers shall be liable for the payment of contributions to the organizer of the election campaign in addition to the amount of a given amount is the organizer of the election campaign to communicate the information enabling the identification of the payer (name, tax identification number and address of the natural person or individual who is self-employed, or data on the company, registration number and seat and business address of the legal entity or individual entrepreneur), and other information are transmitted together with the payment transaction.


(10) Contributions to the organizer of the election campaign put in contravention of this Act, the election campaign organizer is obliged within 30 days from the date of receipt to transfer humanitarian purposes, as laid down in the law governing humanitarian organizations.
