The draft law includes amendments to the Criminal Code, Code on Minor Offences,Code on Infractions, and Code of Administrative Procedure with respect to electoral offences.2The draft law was developed with active participation of the Central Commission for Electionsand Referenda and received input from academics, practitioners, state officials and civil societyorganisations. The inclusiveness of the drafting process is welcome and the VeniceCommission and ODIHR encourage authorities to ensure that all legislation, notably onelections, is elaborated in a similarly inclusive manner. It also reminds that importance ofpolitical commitment to fully implement the electoral legislation in good faith.
