If draft Article 873 to the Code on Minor Offences in retained in the draft law, ODIHR and the Venice Commission recommend stating more clearly that any person who reports vote-buying to the law enforcement or co-operates in the investigation or prosecution of vote-buying shall not be held responsible for vote-selling.
