The allocation of public funds for campaigning purposes provides political parties and candidates with a specific public financial support, limiting risks of unbalanced financial means for campaigning. In this respect, there are examples of laws stipulating that parliamentarians and cabinet ministers have the right to travel within the country free of charge, including during electoral processes. If such political activities are financially supported by public funds, in conformity with the principle of equality among parliamentarians and under independent supervision, such measures will not fall under the definition of misuse of administrative resources.
