The Draft law is a detailed text of 131 Articles. The Working Group in charge of the drafting made a considerable effort to harmonise the new law on national referendum with the Election Code of Ukraine adopted in December 2019, which allows to integrate among other guarantees such important requirements as a high level of transparency and openness of the different procedures for the organisation of national referendums. The draft successfully takes from the new Code, among others, provisions on compiling, adjusting, and using voter lists; campaign financing; voting procedures; vote count; and determining election results. This attempt to harmonise different pieces of legislation meets a long-standing recommendation of the Venice Commission and ODIHR5 and deserves to be commended.
