Article 70 of the Constitution and Article 6 of the Draft law disenfranchise persons who have been declared by a court to be legally incompetent. This is contrary to the Convention on the Rights of Persons with Disabilities ratified by Ukraine in 2010, as interpreted by its official commentary which strictly prohibits disenfranchisement of persons with disabilities, including those with intellectual or psycho-social disabilities.
