Articles 33.2 and 93.2 of the Draft law allows private citizens to campaign provided they do not expend any money in the process. It is recommended that citizens be allowed, on their own initiative, to expend a minimal amount of funds to personally campaign, so as not to unduly hinder the personal freedom of expression or to unintentionally suppress citizens’ political speech.
