Positively, in line with past ODIHR recommendations, the draft law drops previous legal competency requirements for suffrage rights. This brings provisions in line with international obligations. Deprivation of the right to vote on the basis of mental disability is inconsistent, among others, with Articles 12 and 29 of the UN Convention on the Rights of Persons with Disabilities (CRPD).
