The draft proposes to amend Article 70.12 of the Electoral Code to provide that the Audiovisual Council, during the election period, shall monitor and report to the CEC the election coverage in all the programmes of public and private media services with “the highest audience share”. This provision is broadly worded, and it does not appear to clearly define the scope for Audiovisual Council’s monitoring and reporting.
