On a preliminary note it should be pointed out that the right to vote of persons abroad is a very complex problem. On the one hand it is a question of principle, i.e. whether to grant the right to vote to this particular category of citizens; however on the other hand, specific questions with regard to the different modalities of the execution of the above decision should also be taken into consideration, i.e. concerning how citizens residing abroad can benefit from this right.
