Still on a preliminary note, it is equally apparent that most European countries guarantee the right to vote to these different categories of persons. Nevertheless, it is within the state’s own scope of sovereignty to decide whether they wish to grant the right to vote to their citizens residing abroad. Therefore, with respect to democratic openness, each state may give a different response to this problem depending on circumstances.
