In another opinion concerning the grant of the right to vote from abroad to Macedonian citizens, the Commission stressed that “no precise international standards exist for implementing such measures, but elections abroad should generally meet the same standards for democratic elections as in-country procedures. The design of a system for voting abroad depends on the particular circumstances of a country, including its administrative, infrastructure, budget constraints, in-country election arrangements and level of public confidence”.
