While in certain countries; for example, Italy, France, Portugal or Switzerland, given the importance of the principle, some constitutional provisions provide for the voting right of citizens residing abroad; whereas in other States, the matter is regulated through electoral or other special laws which provide for a general or specific representation for citizens residing abroad.  Finally there are 12 countries – including 10 member states of the Council of Europe - where no legal provisions have been enacted to organise voting for their nationals abroad or where the right to vote from abroad has only been granted to a very restricted category of people. These countries are: Albania, Armenia, Chile, Cyprus, Greece, Ireland, Israel, Malta, Montenegro, San Marino and Turkey.
