Citizens abroad are allowed to vote in all elections in five states: Austria, Bosnia and Herzegovina, Denmark, Iceland, and Norway. In Ireland and Israel, only diplomats and military personnel can vote in all elections; in Germany, citizens temporarily out of the country can vote in all elections.
