Electoral observer reports indicate the need for improving voter education in a number of CoE member states, particularly in those with a high number of invalid votes in past elections (e.g. Bosnia and Herzegovina). Election administration bodies usually bear the main responsibility for educating voters. However, this may be done with the help of political parties, non-governmental organisations, and the media.
