Universal suffrage means in principle that all human beings have the right to vote. It is important that the right to vote is not unreasonably restricted, particularly not on the basis of gender, “race”, ethnic origin, religion or any other ground of discrimination. However, the right to vote is not an absolute right. It may be subject to a number of reasonable conditions, the most usual being age and citizenship.
