Whilst a citizenship requirement is common for national elections, however, it would be advisable for foreigners to be allowed to vote in local elections after a certain period of lawful and habitual residence (CDL-AD(2002)023rev2-cor, part I.1.1b). Albeit only ratified by a few states, the CoE Convention on the Participation of Foreigners in Public Life at Local Level (1992) stipulates that each party shall grant to every foreign resident the right to vote and to stand for election in local authority elections, provided, inter alia, that he or she has been a lawful and habitual resident in the state concerned for the five years preceding the elections.
