At the same time, the Code of the Good Practice in Electoral Matters states that the requisite period of residence should not exceed six months, and solely for local or regional elections (if it does not aim to protect national minorities). In Montenegro, however, the Constitution and the electoral law restricts the right to vote in national elections only to those citizens who have resided in the country for two years prior to elections (whilst the Constitution does not specify when this residence must take place, the electoral law refers to the 24 months preceding the elections). The requirement has been criticised by OSCE/ODIHR and the Venice Commission for not being in line with international standards.
