While it is within the scope of the state’s own sovereignty to decide whether to grant the right to vote to citizens residing abroad, the introduction of out-of-country voting might be considered, if not yet present. In some CoE member states, voting by citizens residing outside the country is still either prohibited or restricted to a very limited category of persons (e.g. Armenia, Malta, Ireland), or only to those “temporarily” abroad (e.g. Denmark, Liechtenstein, North Macedonia, Serbia).
