The secrecy of the vote is not only a fundamental right, but also an obligation. In practice, however, there are still a number of instances of voters marking or folding their ballots outside of voting booths or showing their marked ballots (e.g. Hungary, Russian Federation, Ukraine). Such open voting should strictly be forbidden and not tolerated by electoral officials. Open voting unduly influences other voters and can indicate vote buying.
