The transmission of the results, nowadays mostly electronically, is a vital operation, the importance of which is often overlooked (CDL-AD(2002)023rev2-cor, Expl. para 51). Since they can be source of error and manipulation, the transmission of election results and the transfer of election documents from lower to higher electoral commissions deserve close attention. Special safeguards should be considered (security codes for transmission, accompanied and observed transport, re-checking of results based on original copies of election protocols, etc.).
