Given the other non-parliamentary functions of a political party, such considerations should not disproportionately influence the amount of public funding received, and would also need to depend on the number of party members who have or have not taken their seats as Members of Parliament. This should be set out clearly in law, as should the length of time that political parties shall be deprived of a certain portion of their public funding.
