As opposed to the changes proposed by Article 30 (5), this provision concerns situations where Members of Parliament have already assumed their mandates, but still do not attend the requisite number of parliamentary sittings. It is assumed that the aim of the provision, however, is likewise to ensure the functioning of the Parliament even in cases where Members of Parliament from a given party boycott the majority of sittings or sessions.
