Paragraph 55

However, given the broad aim of public funding under Article 30 (1) of the Law on Political Associations of Citizens, it would be disproportionate to take away six months’ worth of all public funding for a political party that is eligible for such funding, due to the actions or omissions of Members of Parliament of such a party. Such actions would raise concerns not only under the political party’s right to freedom of association, but also with regard to the right to freedom of expression of its members.
