During discussions, it was not clear how such cases of sabotage would be defined and what would render them different from boycotts. Article 91 (10) defines boycotts as cases where “a faction or a Member of Parliament refuses to discuss and participate in the plenary session due to political views” – this would appear to be very similar to the current actions of opposition parties in Georgia. In any event, if the instant cases are not seen as boycotts, then the amendments should state clearly what sets them apart from cases where Members of Parliament engage in boycott activities.
