States that do not provide for a referendum on a specifically-worded draft (Croatia, Georgia, Sweden) do not provide for a vote on the actual text of the Constitution (or other texts). However, they do provide for a vote on important issues that may clearly be constitutional in nature or related to laws or treaties. In Croatia, for example, voting can take place on any issue falling within the competence of Parliament or any matter that the President considers important.
