Unity of hierarchical level is mandatory by definition in states that do not provide for a constitutional referendum (Bulgaria, Greece, Luxembourg, Netherlands, Portugal) or those that, by contrast, provide only for a constitutional referendum (Turkey). It applies solely to specifically-worded drafts; questions of principle and generally-worded proposals have no place in the hierarchy of rules (they are implemented by constitutional and legislative rules).
