By contrast, provision for local or regional referendums is made solely at the legislative level in the following states: Armenia, Croatia, Estonia, Finland, Ireland, Malta, Russia, Sweden and “the former Yugoslav Republic of Macedonia”. This was also the case under the temporary law applicable in the Netherlands from 2002 to 2004.
