Owing to the considerable variations in the number of inhabitants in different territorial communities, the percentage of voters necessary in order to request a referendum is often higher in smaller municipalities than in large ones: in Luxembourg, the requirement is a fifth of voters in municipalities with more than 3000 inhabitants, and a quarter in other municipalities; similar rules apply in the Czech Republic.
