Recommendation CM/Rec(2016)1 of the Committee of Ministers of the Council of Europe calls on member states to safeguard the principle of network neutrality in the development of national legal frameworks, in order to ensure the protection of the right to freedom of expression and to access to information, and the right to privacy. Furthermore, Regulation (EU) 2015/2120 lays down measures concerning open internet access.
