Finally, institutional capacities need to be strengthened to prevent cyber threats to democracy and electoral processes. Elections should be declared as a critical infrastructure, and the technological capacities and legal attributions of electoral authorities to control, investigate and prosecute illegal online behaviours should be strengthened.
