The amendments to Article 72 aim at increasing the transparency of the counting, which is welcome. Article 73 specifies the conditions for declaring a ballot paper invalid when it contains any writing or when there is an item other than the ballot paper in the envelope. The latter condition is new. These conditions are objective and do not appear to allow for arbitrary invalidations of ballots.
