The sanctions for obstructing assemblies and compelling participation in or refusing such assemblies appears to be in line with the Guidelines on freedom of peaceful assembly. However, the ODIHR and the Venice Commission recommend that the election-related legislation or the law regulating assemblies clearly specifies the conditions for what constitutes obstructing the holding of assemblies, which would mean to exclude persons from participating in an assembly.
