The Guidelines provide that the use of public resources by the authorities for campaigning purposes must be prohibited and that payment from private sources for the collection of signatures for people’s initiatives and requests for referendums should, as a rule, also be prohibited. If payment from private sources is permitted, it must be regulated with regard to both the total amount allocated and the amount paid to each person. The Venice Commission recommends addressing these issues if they are not addressed by the legislation in force.
