Article 26.4 prohibits financing the costs of referendum campaigns with funds obtained from public sources that political subjects receive for financing regular work or election campaign costs. However, it is not possible to distinguish between the costs of organising campaign activities and other costs, as the costs for political party organisation (bureau costs, salaries, computers, cars etc.) are aimed at implementing all tasks of the political party. The Venice Commission recommends reconsidering this provision.
