Article 63.4 provides that if the Assembly determines that an insufficient number of signatures has been collected, the deadline for collecting signatures is extended by 15 days. An initiative committee could thus knowingly introduce a proposal with an insufficient number of signatures and automatically obtain an additional deadline. It would be more expedient to provide for a longer deadline in all cases, if appropriate.
