The amendments revise several Sections in Act CCXXXVIII of 2013 on Initiating Referendums, the European Citizens’ Initiative and Referendum Procedure. An amendment to Section 11(1) extends the deadline from 30 to 60 days for the National Election Commission to decide whether to certify or not an initiative referendum question. The National Election Office expressed that the extension was necessary from an administrative standpoint, as in some cases 30 days was insufficient time. While this does not go against international good practice per se, civil society actors raised concerns that the extended deadline might undermine the timeliness of a referendum initiative.
