Article 4
 

(1) Are entitled to be elected as councillors, mayors and presidents of county councils all citizens enjoying the right to vote and having turned, until the day of the elections inclusively, at least 23 years old, if they are not banned from associating in political parties, according to Article 40 paragraph (3) of the Romanian Constitution, republished.*


(2) Only the persons domiciled within the administrative-territorial unit in which they are to be elected may stand as candidates.


(3) In the case of the sectors of the Municipality of Bucharest, the persons domiciled in the Municipality of Bucharest, regardless of the sector, may stand as candidates and be elected.
