Packages containing ballot papers shall be sealed in such a manner that ballot papers cannot be removed from, or put into, them without damaging the packaging. The serial number of the polling district and the designation and number of ballot papers in the package shall be written on the package. The polling station commission members present shall authenticate the package by signing and stamping it.
