In order to achieve these objectives, the “main ways campaign communication has been regulated has been through electoral law including spending limits and campaign finance controls; subsidies for campaigning communications; pre-poll black outs; media regulation in particular broadcast licensing; rules on political advertising including impartiality, subsidies and free air time; and self-regulation and journalism ethics”.
