It should always be an impartial body which controls party financing, even in the countries where referendums are organised by the administration. The impartial body aiming to supervise the referendum procedure should have its own official site, where all kinds of donations and contributions over and above a minimum sum of money (to be determined each time) should be posted in real time; omitting such posting should constitute a serious breach of the law and duly sanctioned.
