According to Article 74(2), the ballot papers are to be printed in quantity corresponding to the number of voters. On several occasions, ODIHR had noted that a number of polling stations abroad had to close early, having run out of ballot papers, preventing eligible voters from casting a vote. Special provisions to provide that polling stations abroad receive an adequate supply or reserve quantity of ballot papers could be envisaged.
