With regard to the regulation of online communications strictly focused on electoral periods, the Venice Commission and ODIHR recommend ensuring the transparency of all election-related online communications (i.e., identifying the source of the online messaging or ads, controlling against false attribution and fake imagery) and, at the same time, ensuring that the cost of these activities is taken into account for the purpose of enforcing political finance regulations. In order to prevent and control parallel and non-transparent campaigns (dark ads and dark posts), this regulation should take into account the paid communication activities carried out by third parties.
