A lack of transparency has been pointed out in the activity of observers deployed by the APC to monitor events and campaign materials. In the last election, the APC deployed 130 observers around the country to monitor campaign events and material. By law, the APC is required to verify the accuracy of the campaign reports against the documents provided by political parties and their contractors and publish conclusions within 120 days of the deadline for submitting the reports. The findings of campaign observers serve to crosscheck the accuracy of the campaign reports. The findings of these observers were not published. On 1 April 2022, the APC stated they initiated five cases of violation of campaign finance regulations based on the observer’s findings but did not publish any additional information about them. The Venice Commission and ODIHR recommend requiring the publication of the campaign observers’ reports by the APC.
